The Soviet did not state their reaction to this proposal at Moscow but it would appear that their position wi th r espect to the powers of the Zone Commanders would be incensistent with the terms of the United States' position. 5. Central German Administrative Agencies The establishment of central administrativa agencies is related to the question of the establishment of a Provisional German Government, which is separately discussed. The United States' position has been that the agreement at Potsdam to establish certain essential central German admistrative depart- ments, particularly in the fields of finance, transport, communications, foroign trade, and industry required implementation in order to give meaning to the agreement to provide for common use of indigenous resources: The Soviet reservation with respect to such agencies was most signi- ficant in regard to safeguarding the authority of the zonal commanders. Whereas the United States proposal would require the German agencies to be granted ex- factive powers without interfersnce by the individual zone commanders, the Soviet would reserve to the zone commanders general supervision and control over the activities of the central administrative agencies within each zone. The French position on central administrative agencies was in sub= stantial accord with the United States position, but thay indicated serious reservations with respect to further steps to create a Provisional Germen Government, and also indicated that the establishment of such agencies should Secmer
