There has been no agreement on the limitations to be imposed on activities of former members of the German armed forces. French and Soviet representatives advocate more restrictivo measures than approved by the US and UK. At the Moscow meeting, there were charges and counter-charges by the delegations with reference to alleged shortcomings of the demilitarization program in the various zones. It was agreed, howevers that substantial progress had been méde toward the completion of the program. Agreement was reached to transmit to the Control Council a directive providing for (1) acceleration of destruction of military material and installations, to be completed if possible by December 31, 1948; (2) completion of the plan for liquidation of Category I plante by July 1, 1947; (3) completion of liquidation of Category I plants by June 30, 1948; and (4) verification by quadripartite commissions of the operations for liquidation of war potential as required by this directive. The UK delegation reserved the right to report to the CC if complete liquidation of Category I plants could not be completed by June 30, 1948. There was no agreement on the precise mothod and schedule for liquidation of war plants of Categories II, III and IV (those con- stituting a marked war potential), nor on a Soviet proposal to disband and eliminate romaining military formations by June 1, 1947 (the other
