There has been no quadripartite\nWECOROS\nSERVICE\"\naction on the disposal of German war material in neutral\n(e.go, $witzerland) although steps have been taken to ascertain\nthe\namount of such material.\nThere has been no agreement on the limitations to be imposed on\nactivities of former members of the German armed forces. French and\nSoviet representatives advocate more restrictivo measures than approved\nby the US and UK.\nAt the Moscow meeting, there were charges and counter-charges\nby the delegations with reference to alleged shortcomings of the\ndemilitarization program in the various zones. It was agreed, howevers\nthat substantial progress had been méde toward the completion of the\nprogram. Agreement was reached to transmit to the Control Council a\ndirective providing for (1) acceleration of destruction of military\nmaterial and installations, to be completed if possible by December 31,\n1948; (2) completion of the plan for liquidation of Category I plante\nby July 1, 1947; (3) completion of liquidation of Category I plants\nby June 30, 1948; and (4) verification by quadripartite commissions of\nthe operations for liquidation of war potential as required by this\ndirective. The UK delegation reserved the right to report to the CC\nif complete liquidation of Category I plants could not be completed\nby June 30, 1948.\nThere was no agreement on the precise mothod and schedule for\nliquidation of war plants of Categories II, III and IV (those con-\nstituting a marked war potential), nor on a Soviet proposal to\ndisband and eliminate romaining military formations by June 1, 1947\n(the other"
