Dear Mr. Secretary:
I am sorry that I have to take up more of your
time and refer further to my secret letter of October
12, 1946. I sent an envelope containing a copy of that
letter addressed to you to the Department and another
envelope addressed to you in Paris, to Assistant Secre-
tary Donald Russell, asking him to be sure that this
letter reached you at the earliest possible moment and
that if the copy addressed to you in Paris would reach
you before you left there, to send it to you there.
You will recall that in my letter of October 12 I
said that I had regretfully come to the conclusion that
Spruille Braden's attitude in this Argentine and American
picture was not helpful and constructive, and in Para-
graph 4 on Page 4 I brought to your attention a memo-
randum which he had prepared for the President on the
Argentine situation and which was utterly inadequate.
I brought to your attention that I had, in my despatch
No. 583, of August 15, 1946, made observations on this
memorandum and called specific attention to the fact
that the President, in returning it to Mr. Acheson, had
not specifically approved the memorandum as a whole but
had merely stated that we must stand by your statement
of April 8, 1946, which we have been consistently doing.
You will appreciate that I cannot carry on my task
here if the Department is going to send such memoranda
on the Argentine situation to the field. It gives an
entirely improper and inadequate picture to our other
Chiefs of Mission. It is completely unconstruotive.
There was no purpose whatever in Spruille Braden sending
this memorandum out at this time. It serves no useful
purpose, especially in view of its inadequacies; I will
not speak of its inaccuracies. It is, in my opinion,
a part of a set-up which Spruille Braden is making to
defend an impossible position which he has assumed and
I think we must frankly recognize it as such.
