COVER In Summary : The behavior of the United States Sailors on shore in Chile was excellent. Chilean officials including the President were par- ticularly attentive and courteous to the Ambassador and to me as special representatives of the President. This was so apparent as to possibly have been considered discriminatory by representatives of some other governments. I a.m convinced that the effect of our participation in the inauguration will be of value to future relations with the people of Chile. There was some evidence that Argentina's naval representation was accepted with only necessary politeness. The Chilean Air Ministry is insistent upon continu- ing the training of its pilots in U. S. Naval Aviation Training Schools. The Chilean Navy wishes and needs to obtain war ships from the U. S. Navy by purchase on long term payments. This would appear to be an opportunity to acquire good will and good future business at the same time. England is making an effort to dispose of surplus war ships by sale to Chile. The Commander in Chief of the Navy, Vice Admiral Marino who was educated in the United States, prefers American ships. - lo ques
