The inauguration was attended by the Chiefs of foreign diplomatic missions and special delegates all in full dress with decorations, in a packed hall. Following the acceptance by Gonzales-Videla of the "Mandate as President" we marched in national groups through streets crowded with enthusiastic spectators a half dozen blocks to the Presidential Palace "Moneda" where we offered sparish? individual personal congratulations to the new President. I was unable to attend a great inaugural parade of soldiers and sailors in which our sailors participated, and from 9:00 p.m. to midnight assisted the Ambassador as part of the receiving line in a most attractive reception of several hundred foreign and American guests in the Embassy. Ambassador Bowers holds the high regard of Chilean officials, of the foreign diplomatic officers, and of the North American residents in Chile. Nov. 4: Many Chileans during my visit in their country told me that communist agitators in Chile are well organized and adequately financed, that they are making converts among the underprivileged natives, and that serious trouble with them appears inevitable.
