The President showed much interest in the LEYTE which was the first airplane carrier that he or any of his entourage had seen. The Government of Chile which at the present time trains all of its aviation pilots in United States Naval Aviation Schools is interested in naval aviation because of its long coast line and lack of an adequate naval defense. While aviation is a separate department of the national defense it is considered necessary that all pilots be qualified for service over the sea at the expense of training for defensive operations on land. During this inspection of ships hundreds of en- thusiastic people in small boats of all kinds crowded about the President's launch. I was unable to detect any precautions such as are always provided by our President's personal Secret Service guard to prevent an attack. At 11:30 with Captain and Senora Notho and Commander Pinney, attended a very large reception given by the Mayor in honor of the President at the Casino in Vina del Mar. Ambassador Bowers was also in attendance. This casino is a very attractive and elaborate gambling and entertainment establishment operated under a concession by a private corporation. I am informed that its profits are divided equally between maintenance of hospitals, taxes to the government, and profit to the corporation. I am - 7 -
