Such a statement would serve to bolster up the morale of the armed forces and the civilian population and would strengthen the Govern- ment's position in the momentous battle now unfolding in North and Central China. My Government would be most happy to receive from you as soon as possible a high-ranking military officer who will work out in consultation with my Government a concrete scheme of military assistance, including the par- - ticipation of American military advisers in the direction of operations.
