In general, discussions Bevin stated that western
objective should be to achieve normal relationships
with Bonn Government during what he called coming
"ocoupation statute year" and that British are concerned
primarily only with security safeguards. He said he
was not interested in revising statute now but merely
in laying groundwork so that task would be easier at
end of year. I agreed that fundamental consideration
is security and that in approaching this there were
three points to be kept in mind:
(1) Incorporation of Germany into western Europe
and development of new relationships along lines of
North Atlantic Pact and military assistance rather
than merely establishing normal relationships;
(2) Importance of maintaining allied unity; and
(3) Necessity for putting greatest authority into
hands of High Commissioners as means of accomplishing
our objectives.
Schuman seconded this in stating French desire to
create new type of international cooperation in order
pull Germany away from east and away from militarism.
We agreed on desirability of admitting Germany to
associate membership in Council of Europe, which
would mean full membership in Consulative Assembly
but not of course membership in Committee of Ministers
It was agreed that after the western Parliaments nad
been consulted on this question and taken favorable
action, High Commissioners would inform Bonn Govern-
ment that application for associate membership would
be favorably received. After this application had
been received, it would be recommended that various
committees of Consultative Assembly immediately admit
