Schuman seconded this in stating French desire to create new type of international cooperation in order pull Germany away from east and away from militarism. We agreed on desirability of admitting Germany to associate membership in Council of Europe, which would mean full membership in Consulative Assembly but not of course membership in Committee of Ministers It was agreed that after the western Parliaments nad been consulted on this question and taken favorable action, High Commissioners would inform Bonn Govern- ment that application for associate membership would be favorably received. After this application had been received, it would be recommended that various committees of Consultative Assembly immediately admit ( DECLASSIFIED E.
