4. Creation of New Public Bodies
National Commission for Atomic Control, is a new
organization much needed to bring the Acheson-
Lillienthal work on control up to date and set
new negotiating limits. It could include such
men as Chester Barnard, General Eisenhour, a
scientist, and possible Senators McMahan and
Lodge.
Advisory Commission on Measures for Peace, is
a new organization much needed to examine our
assumptions and plans to implement them, and if
properly organized could provide a forum under
your close personal direction for public discussion
and public leadership. This would make partisar
attacks more difficult and would take umch of the
heat of the "lunatic fringe.'
National Commission for World Trade Expansion,
might be considered as one way for you to furnish
leadership on the "Dollar Gap" problem, keep the
work objective, provide a forum for public
discussion and leadership, and at the same time
somewhat insulate you from the immediate heat
so that you could keep a broad perspective.
5. Utilization of International Organizations
Look toward using all or some combination of:
Special meeting of UN General Assembly
Special Meeting of Securtty Council of UN
with each country represented by the
Head Of State
Meeting of Council of North Atlantic Treaty
Nations.
Meeting of Big Three Nations
Meeting of CFM
6. Secret feelers
Explore informally and secretly with Russians
best methods of conducting useful negotiations.
