France from fulfilling that responaibility in an adequate

The responsibility which this Government bears for
the physical woll-being and the safety of the German population
in its sector of Berlin is outstendingly humanitarien in
character. This population includes hundroda of thousanda
or women and children, whose hoalth and safety are dependent
on the continued uso of adequate facilities for noving food,
medical supplies and other itens indispensable to the
maint cnance of human life in the westorn scetors of Berlin.
The most elemental of these human rights which both our
Governnents are solomnly pledged to protect are thus placed
in jecpardy by these restrictions. It is intolorable that
any one of the occupying authorities should attempt to
impose a blocicade upon the people of Borlin.
The United States Government 1a theroforo obliged to in-
sist that in accordance with existing agreements the arrange-
ments for the movement or froight and passengez traffic be-
twem the weatorn zones and Berlin be fully restored. There
can be no question of delay in the restoration of these
