concept and eminently fair to the interests of millions of little people who
care less about the fates of governments than about food, clothing and shelter
for themselves and their families.
There is need in the Middle East for something to bolster the masses' confidence
in democracy as preached by the western powers. There is always need for a
demonstration that United States policy puts the rights of little people and
little nations on a par with those of big people and big nations.
An international oil cooperative, set up with United States approval, would
provide such a demonstration. It would pay patronage dividends to countries
we
are now having to help with cash. It would supplement your own Point 4 program
in backward areas by encouraging more mechanized farming. It would, in my
opinion, Mr. President, bolster your whole policy of containing and driving back
the pressing forces of communism.
A fellow Missourian begs in all sincerity that you take another look at the co-
operative way out of this international crisis. Certainly no one has made public
a plan of solution that has better chance of acceptance, better chance of keeping
the Middle East and its vast resources on the side of democracy and freedom.
A copy of my July 12 telegram outlining details of the plan is enclosed for your
convenient reference.
