E T - 2 - Our Political Adviser in Tokyo has had two telephone conversations with Ambassador Muccio in Seoul, in which Muccio stressed in strongest terms his support of General MacArthur's recom- mendation that US ground combat forces be introduced into the Korean battle area. Muccio stated that it is "absolutely essential" that we adopt the "bold plan" without delay. Emphasizing the desperate and rapidly deteriorating situation in Korea, Muccio said that he had spent most of the night and practically all day with top Korean leaders, and believes he can "hold them in line" a little longer. Muccio urged an all-out effort, however, in view of the fact that these leaders may "panic. " TRUNAR 'NATIONAL ARCHIVES service
