MEMORANDUM FOR: THE PRESIDENT
Stanley Woodward phoned to suggest
that Grover Whalen may bring up the question
of a. luncheon for Prime Minister Nehru in
New York when the Indian representative visits
the Mayor. The Mayor indicated the luncheon
will be optional. He would, of course, re-
ceive Nehru at City Hall. Stanley has now
learned that the Indians have accepted a
luncheon invitation from Henry Luce. He
suggests that if Whalen brings the matter
up that any change in the Indians plans
should be arranged with them directly and
that the President should not intervene.
It was also suggested that Whalen
not be given any definite commitment with
respect to the visit of the President to
New York for the laying of the cornerstone
of the United Nations Building.
