FOR THE PRESIDENT
Subject: Visit with the Irish linister for External Affairs
The Irish linister for External Affairs, thr. Sean has
an appointment to see you at 12:15 on Friday, Ihrch 23. I will
be present during the interview.
lit. has been on an unofficial visit to the United States
since Ihrch 10. The primary purpose of hie trip was to address the
Frionily Sons of St. Patrick at Philadelphia on St. Patrick's Day. An
official luncheon presided over by Under Secretery Webb was given in
honor of Mr. at Prospect Houso.
It is anticipated Ihr. appointment will be in the nature
of a courtosy call. In the course of the conversation, however,
Mr. may refer to the Trish partition issue, Irish defense
requirenents, ECA aid to Irelard, and the civil eviation issue.
It might provo highly anbarrassing to our relations with the
United Kingdon if announcement were mede that the Partition Issue had
boen discussed. Thereforo it is suggested that this subject be avoided
if possible,
