Italian Over-population and Emigration Mr. De Gasperi will explain that there are many more Italians in Italy than the resources of the country can support. Resulting unemployment cannot be cured unless substantial outlets are found for Italian emigration to other countries. He will ask for support of Italian efforts to arrange such emigration and for increased Italian emigration to the United States. You may wish to assure Mr. De Gasperi that the United States Government fully realizes the importance of emigration to a. solution of Italy's economic problems, especially unemployment. We do not, however, consider that emigration alone will solve those problems. This highly technical subject has been discussed with the Secretary of State, the Economic Cooperation Administrator, and other officials of the United States Government, to the and you may assure Mr. De Gasperi that this Government will continue to study Italian proposals sympathetically PECORDS and be as much help as possible. The matter of increased E immigration into the United States is one for the Congress to consider, and the Government can go no farther than the Congress permits. Italian emigration to other countries naturally requires the agreement of those countries. When Italy reaches agreement wi th them, we will be glad to consider how we may be helpful in giving effect to those agreements. Since it appears that there is significant Congressional opposition to United States participation in any international migration organization which includes Communist countries, it has not been possible to formulate a final governmental position on this matter. You may, therefore, wish to avoid detailed discussion of the ILO proposal for an international organization, to be discussed at the forthcoming Migration Conference at Naples. You may wish to say, however, that the U.S Government favors in principle, international efforts to solve the migration problem, and hopes in the near future to be able to support specific ideas for an international organization.
