Memorandum for: The Secretary of State

Attached is copy of a memorandum which General
Ridgway made for me regarding the attitude of the
Emperor of Japan and the Prime Minister of Japan.
I think you should have a copy of the memorandum
which states what General Ridgway said to me
orally.
