MEMORANDUM FOR THE PRESIDENT
( Attention: Mr. Steelman)
Subject: Release of Cabinet Committee Report re German Plants
to Congressional Committees
I spoke to you this morning in regard to this matter and understood that
you felt that it would be necessary to release the report of the Cabinet
Committee to Congressional Committees. However, I think it best to
explain a little more in detail.
The report to the President enclosed a copy of the report of the
Technical Mission on Reparations. Various interested Congressional
Committees have been furnished progress reports on the Technical
Mission and have evidenced a desire to have copies of the Technical
Mission Report when it became available. Because of the limited scope
of the Technical Mission Report it appears desirable that it not be
released without placing it in its proper context by a showing of the
other important considerations which are involved. The Cabinet Com-
mittee Report accomplishes this. Further, at least one Congressional
Committee has already specifically requested the Cabinet Committee
Report as well as the Technical Mission Report.
It is therefore recommended that the State Department be authorized
to release the Cabinet Committee Report to the appropriate Congressional
Committees, with a request that it be given no publicity.
