In regard to the overseas territories, the course
of world events has led to and resulted in depriving the
people of the Netherlands of any profit since 1941 from
their investments in and their trade with the Netherlands
East Indies, has loosened the political and the economic
bonds among the component parts of the Kingdom, and has
created uncertainty and apprehension on the part of prac-
tically all of the people of Holland regarding the future.
The recent signing of the Linggadjati Agreement is an
encouraging development; but whether that Agreement can
be relied upon as an instrument which will lead to a
peaceful "solution" of the problem to which it relates
is problematic.
Relations between the United States and the Netherlands
have long been characterized by reciprocal good will and
mutual confidence. It is the belief of the Embassy that
its efforts during the period under reference in this
report have contributed substantially to the maintenance
and strengthening of this relationship on that basis.
There have occurred "no unfortunate incidents". The
Dutch are on the whole sympathetically disposed toward
American views, aspirations and methods in international
relations and in world affairs. There are differences
in outlook and in approach, but there is little of
