difference as regards objectives. There have been and
are matters with regard to which there is absence of
agreement, back and forth, but there have not developed
any questions or situations involving serious controversy
or severe tension.
Perhaps most important of current problems with
which the Embassy is directly or indirectly involved in
Netherlands-American relations are problems connected
with the desire and hope of the Netherlands Government
to obtain further credits or loans from or in the
United States and problems relating to the desires of
the Netherlands Government in connection with matters
of civil aviation. Both of these matters are being
dealt with for the most part in Washington. The role
of the Embassy in relation to them has been largely that
of a reporting agency (inward toward Washington) and of
an interpreting agency (outward, to the Netherlands
authorities in the Hague and Netherlands interests
involved or affected).
A considerable part of the investment of effort
made by the Embassy in its functional (diplomatic)
capacity has fallen in the field of interpretation of
the United States to the Government and the people of
the Netherlands, -- interpretation as regards American
