The State Department informs me that 90% of the non- preference quotas are now being allocated to persons resident in the American zones of occupation in Europe. Under this set-up little opportunity exists for displaced persons in Italy, Sweden, the Netherlands, and Finland, as well as citi- zens of Hungary and Czechoslovakia residing in their own countries, many of whom actually served the United Nations' cause, to benefit under the nonpreference quotas. This dis- crimination has been called very definitely to the attention of the State Department by the Ambassador to Czechoslovakia, Hon. Laurence A. Steinhardt. Under your directive no fixed percentage of non- preference quotas was allocated to the American zones of ocou- pation in Europe. You merely stated that immediate efforts should be concentrated in those zones, but not to the exclusion of issuance of visas in other parts of the world. The matter of immigration to this country has been the subject of considerable concern to the Congress, as you know. While the Gossett Bill (H. R. 3663) was reported out last week by the House Committee on Immigration and Naturali- zation (House Report 2041) with an amendment striking the provision which would have reduced immigration quotas by one- half for a period of ten years, you will recall that shortly after the issuance of your directive you received a letter from Congressman Lesinski, Chairman of the House Immigration Committee, stating that the Committee deemed your statement unfortunate and felt that immigration at this time should not be encouraged. The Chairman further suggested that the var- ious departments affected and the committees of Congress should be consulted on such matters. On the other side of the picture, I am confident that if immigration were reduced or cut off the protests would exceed the present complaints of persons who wish either to to minimize or to prohibit immigration. Equity and good con- science dictate that the authorized quotas should be used, and that there should be available personnel adequate to safe-
