My dear Mr. President:
I am enclosing a letter from
Judge Rosenblatt, with a memorandum which
explains itself.
I might add that what he says
about the reaction on the British position
in New York State is very true. Conditions
are very bad and I am sure if something is
not done, the effects will be severely felt
in November.
