well as the others, should be emphasized, not minimized. Control to be
exercised in Washington should be limited closely to matters of broad
general policy of an order that the President or his Cabinet might take
cognizance of. The Board of Directors should meet habitually in the
Canal Zone. Most of the members should be chosen from active operating
officials resident in the Canal Zone or other persons of special know-
ledge and experience of comparable kinds. The Secretary of the Army,
or a personal representative in his stead, and two or three men of high
qualifications to represent the public, would be desirable members of
the Board. All should be persons who may be expected to attend the
meetings in the Canal Zone with consistent regularity.
The improvements suggested would be very beneficial in the
present situation.
