    "ocrText": "- 3 -\nwell as the others, should be emphasized, not minimized. Control to be\nexercised in Washington should be limited closely to matters of broad\ngeneral policy of an order that the President or his Cabinet might take\ncognizance of. The Board of Directors should meet habitually in the\nCanal Zone. Most of the members should be chosen from active operating\nofficials resident in the Canal Zone or other persons of special know-\nledge and experience of comparable kinds. The Secretary of the Army,\nor a personal representative in his stead, and two or three men of high\nqualifications to represent the public, would be desirable members of\nthe Board. All should be persons who may be expected to attend the\nmeetings in the Canal Zone with consistent regularity.\nThe improvements suggested would be very beneficial in the\npresent situation.\nGlen E.
