Senate of Buerto Rico Luis Muñoz Marin, President. San Juan, P. R. July 15, 1946 Hon. Harry S. Truman The White House Washington, D. C. My dear Mr. President: It is with sincere understanding that I appreciate the trouble you are taking, in the midst of pressing national affairs, in selecting a governor for Puerto Rico. I believe, however, that the selection is not as difficult as it appears. You wish to appoint a man that the minority will not disapprove. Obviously it should be a man that the majority approves, as minorities cannot be given veto power over majorities. In terms of pure democracy the man is Commissioner Piñero, overwhelmingly elected to a major post by the people, whether the minority approves him or not. It is on such terms that every President in the United States since George Washington has held office. However, in terms of good-enough democracy, a man endorsed by the majority and unopposed by the minority would perhaps be better in practice. Such a man is very difficult to find, but there is one in Puerto Rico: Mr. Esteban Bird, (a Puerto Rican in spite of the surname), a liberal economist who for the past five years has been a leading banker as vicepresident of the "Crédito y Ahorro Ponceño Bank" and manager of its San Juan Branch. He has the endorsement of Mr. P. J. Serrallés, the biggest Puerto Rican sugar producer, as well as that of the majority Popular Democratic Party. He would be unopposed by the business interests. He is not a member of the majority party, or of any party so far as known, although his liberal economic ideas place him in a position of simpathy and understanding for the program voted for by the people. I believe he is probably the only man existing in Puerto Rico who can have the approval of conflicting social, economic and political interests.
