Dear Governor:
Admiral Leahy handed me your letter of the
twenty-second in regard to the Island of
Vieques.
I shall be glad to look into this carefully and
I hope it can be worked out to the satisfaction
of the inhabitants of the Island and to your
satisfaction. It does seem that more of the
Island should be devoted to the support of the
inhabitants,
