Weather: Low stratus ceilings and low visibilities in fog pre- cluded the possibility of successful low level attacks over most of western Korea during the early morning. After mid-morning, excellent weather prevailed over the entire area making possible visual bombing from all altitudes and low level operations. 2. Soviet participation: According to FEAF, reports of interrogation of troops and civilians in active combat zones generally agree as to the presence of some Soviet personnel among North Korean forces, particu- larly in tank operations. (SECRET) 3. Operations: a. Suwon appears to have been evacuated by the South Koreans. CIA reports: (1) Suwon has been evacuated for Pyongtaek where "General Headquarters' is located about 3 miles behind the main lines; and (2) two highway bridges on the road leading south from Suwon were blown up by the South Koreans. (SECRET) b. South Korean forces on 3 July(KT) reportedly engaged a column of 500-700 enemy troops, supported by artillery and antitank weapons near Kumjangjang. According to U.S. Ambassador Muccio, reports received the morning of 3 July (KT) from "U.S. Military Advisors" tend to confirm that the enemy occupies Yongin and an enemy column also reached Songjongui, about 8 miles west of Osan. (U.S. Amb. Korea) (SECRET) C. Companies B and C of 21st U.S. Infantry Regiment have been committed in the vicinity of the Pyongtaek and Ansong areas for the defense of vital bridges. At 0818/05(KT) elements of the 24th Division, according to CINCFE, made initial contact with enemy troops. Initial report indicates 6 enemy tanks and an undetermined number of North Korean infantry were involved. The U.S. forces were reported as holding. (FECOM) (SECRET) d.
