CORCORAN to EDWARD F. PRICHARD at Treasury. The following is their
conversation:
C - In the event certain things happen that I am worried will happen,
although I think it will be better for the party they didn't, when
Mr. (HAROLD) ICKES returns next week, or this week, or today, how
about ABE FORTAS (Department of Interior) for the Circuit Court of
Appeals down here?
P - Well I think it would be fine.
C - Now, PRICH, they figure they must put a Jewish boy in on the court
setup. Instead of ALEXANDER HOLTZOFF (formerly Department of Justice)
for District Judge, how about ABE FORTAS for Circuit Court of Appeals
Judge?
P - I think that would be fine.
C - Now, there's a vacancy for this reason. They had computed on having
to hold one of those for (JAMES) McGRANERY and finally, as you know,
the McGRANERY thing was cleared for the Circuit Court in the Third
Circuit.
P - Yeah.
C - Now, what I wanted to suggest was--FRED (VINSON ?) was very anxious
that a fellow be put on the District bench, but I think FRED appreciates
and likes this fellow, ABE, and I think BOB (HANNEGAN) does too.
P - FRED was anxious to have who put
C - KOENIGSBERGER
P - Oh, yeah. FRED likes (LAWRENCE) KOENIGSBERGER (District Tax Appeals
Board).
C - Yeah, but I mean, here you've got a chance of--and ABE has this
further advantage that in that position he could protect the interests
of the Security Exchange through which all these appeals to--whose
appeals all go through this court.
P - Uh, huh.
C - I just wanted to put the seed in your ear. I know it will germinate
and grow and bear fruit.
P - Well, I don't know. I'll try, but as I say, you can never predict
what will happen around here.
C - O.K.
P - TOM, is (J. BARRETT) PRETTYMAN or (JUSTICE) PROCTOR going on? FRED's
opposed to both of them going on, you know.
C - Well, the present setup is PRETTYMAN, PROCTOR, and MATT McGUIRE.
P - Jesus Christ. Who thought of that? The last- don't know.
C - Well, he's going on in the place that was held for McGRANERY.
PRETTYMAN, PROCTOR and MATT McGUIRE. Now the thing to do is keep
MATT on the---
P - The Judge wanted RANDOLPH PAUL (formerly Tax Expert, Treasury Department)
for one of those.
C - Well, I'm telling you you're going to have a debased court from our
point of view.
P- Oh, yes. That's a very bad court.
C - Now what I say is, I'd drop off PROCTOR--PRETTYMAN is the best of that
bunch because he's a real local guy--but I'd leave PRETTYMAN, I'd take
off PROCTOR and I'd put on PAUL, and I'd take off McGUIRE and I'd put
on Whosis, and leave MATT where he is.
