CO SUMMARY
August 23, 1945
9:45 AM
YOUNGMAN to NASON advising that T. V. SOONG wants to see CORCORAN and
at once and that NASON had better tell him what DON (RUSSELL ?) said
to SOONG. NASON says that DON told SOONG that any arrangements with
the Export-Import Bank by China would be for one year and in regard
to the finished Lend-Lease arrangements could be made similar to the
French 3 C's.
11:15 AM
GEORGE FOKES to CORCORAN that the recommendation for the two months is
going over to the Bureau of Personnel. FOKES says he told (MATTHEW)
CORREA (Navy Department) and that he doesn't know if CORREA can do
anything with "BURPURSE" and knock it out entirely or not but that
he wanted CORCORAN to know. FOKES says CORREA seemed to be satisfied
with the two months. CORCORAN will call CORREA for FOKES. O.K.
11:27 AM
MR. KINGSLEY (phonetic) (in New York) to YOUNGMAN advising that he
wants YOUNGMAN to get him a list of the 250 plants the government wants
to sell. O.K. YOUNGMAN tells him that CORCORAN wants a doz en and a
half of nylon tops. KINGSLEY says they are practically non-existent
and he doesn't even know where to get them in the black-market, however,
he will look around.
1:25 PM
CORCORAN to CHARLES MURCHISON (Jacksonville, Florida, 118). MURCHISON
asks if CORCORAN has heard the news. CORCORAN says no. MURCHISON says
they handed down an opinion against us--three to two. MURCHISON says
that there were two strong dissenting opinions. He says, "They gave
the Houston route from Detroit thru Cleveland and Dayton. I mean they
put them over our backs on that run, down the East leg." "Giving DELTA
to Cincinnati and Cincinnati to Knoxville and Knoxville to Ashville--
all thru to Miami." They agree they will file a petition for a re-
hearing. CORCORAN tells him that they will win it and not to worry.
2:02 PM
CORCORAN to ED FOLEY. The following is their conversation:
C - I broke this thing to LEO (CROWLEY) this morning--that I've been
talking about.
F - Yeah.
C - And he gulped once or twice, said he was all for you and he'd go
along on it but he wouldn't go along on it if your old boss HENRY
(MORGENTHAU) got the job of being the head of this international
something that he's after. What the hell is that?
F - Oh, I didn't know he was after anything.
C - He's after something that has to do with Bretton-Moods.
F - Yeah. Well, that's the International Bank, but that won't be set
up until all of the Bretton-Woods agreements have been adopted.
C - I know, but what he's worried about is he's sure you'll be out from
under that guy's influence if you're by yourself.
F - Yeah.
C - But if that guy's going to be in their he isn't sure you're strong
enough to stand up. He doesn't think you've got it out of your
system to that degree, and he told me. the other guy was after it
hard; that he'd understood he'd been turned down and refused it but
he'd like to make sure.
