Washington, D. C. CO SUMMARY September 15, 1945 9:00 AM CHARLES MURCHISON to TOM CORCORAN and advised that WARNER's resignation has been accepted, effective September 20, 1945. They will try to get (WELCH) POGUE to resign. MURCHISON said that the "top man" (TRUMAN) and BOB (HANNEGAN) acted. MURCHISON said that JIM "from Chicago" would see him Monday or Tuesday and that JIM has a candidate. TOM said that JACOBSEN was going to see WORTH CLARK Monday. 9:55 AM CORCORAN to JIM CLEMENTS (Secretary to Senator PEPPER). CORCORAN told CLEMENTS that WARNER (CAA) had resigned. TOM said that it was a good job. JIM said that the interesting thing was that the effective date was midnight of the 20th. JIM said that legally the petition for re- hearing could be filed at midnight the 20th. TOM and JIM agreed that they had POGUE stopped. They discuss getting BOB FOKES to contact POGUE. They don't know how many are going to file petitions. PEPPER is in Moscow. They will contact him. Nothing further has been done as to who the new Board member will be. 10:00 AM CORCORAN to CHARLES MURCHISON at REpublic 7085, Extension 277 (Office of BEDELL MONROE, President P.C.A. at National Airport). MURCHISON said that the filing could be done any time before the 21st. They discuss whether or not WARNER may be still able to vote on it. They discuss getting as many people as possible to file. TOM said, "Make it as messed up a proceeding as possible then the more it affects this Delta thing. They believe American may come in and many others. TOM said that WORTH CLARK was having lunch with the fellow backed by the Republicans (JACOBSEN) and that they expect to get "him tied up too." 11:02 AM CORCORAN to EDWARD F. PRICHARD at Treasury. CORCORAN told PRICHARD that T. V. SOONG had gone. PRICHARD said, "Well, I'll tell you what happened. We submitted our recommendations and FRED (VINSON) gave me unshirted hell. Said we'd reached the wrong conclusion, and by God, he didn't agree with it, and didn't see how we could reach that view, and didn't know what kind of mesmeristic power we had over MOSCOVITZ and just gave me the impression that he wasn't going to do a damn thing about it." TOM asked where it technically stood now and ED said: "It's frozen, I reckon. I've done everything I can do. As you know, JOE and I got this fellow to reverse himself and FRED, by God, has just bowed his neck. I don't know why. HARRY (WHITE) has not pressed it at all. He was perfectly willing to have it changed." TOM asked if HARRY "would go along with you officially on it?" PRICHARD doubted it saying HARRY takes the position this is a hairline case. He thinks it makes no difference. PRICHARD said, "When he (HARRY) went in he was perfectly willing to have it decided our way. I think that's about as far as he will go. And I don't think it would make any difference if he did. I think my confidential and real belief is that if HARRY changed FRED would just think that I'd operated on him." TOM asked what PRICHARD's advice was and the latter said the only solution he saw was for JOSH LEE to go and see "him". PRICHARD says that he has done everything that he can,
