EDWARD PRICHARD and SAM VOLMON (phonetic). PRICHARD said that he has
been retained in Kentucky as the Legislative Counsel to a legislative
committee. He gets no salary but will be on per diem. He is to go to
work at once. PRICHARD thinks that MacARTHUR's statement re: 200,000
troops in Japan is unfortunate. They agree that MacARTHUR wants to be
President. SAM said he was in New York recently, saw and visited with
HELEN KELLER whom he describes as a liberal. He told PRICHARD: "You
are conservative by her standards." SAM said that SOONG (a Chinaman)
and violently partisan, was supposed to come to the KELLER gathering
too, but he didn't show up. It was just as well because an argument
would have taken place with SOONG upholding CHIANG KAI-SHEK and KELLER
the Chinese Communists. SAM said that SOONG goes along with his boss
too much. SAM will go to New York on the weekend of September 29th.
SAM said that FOX, who is flying to California today, will return to
New York and fly to England on Tuesday, October 2. FOX is to be in
New York on the weekend of the 29th. SAM said that FOX and NATE
BLOOMBERG (phonetic) will go to England together. PRICHARD said that
FOX is playing around with rank--that there is a rumor to that effect--
will merge with rank. SAM said FOX told him in confidence of a deal
he has worked out but SAM won't discuss it now. SAM and ED will meet
tomorrow at 6:30 P.M. at "the hotel."

Congressman LYNDON JOHNSON, Texas, to EDWARD F. PRICHARD asking him if
he was going to any more Baltimore parties. LYNDON did not know that
PRICHARD had been out of town and had just arrived from Kentucky this
afternoon. PRICHARD said he had not been to any parties and LYNDON
said ED's boss (VINSON) was there. PRICHARD said he was to make a
speech in Kentucky but did not. LYNDON said he returned recently from
St. Louis where PORTER, TOM CLARK and JOHNSON spoke at a "Chamber of
Commerce" dinner. DAVIES was not there, said LYNDON. LYNDON says that
BARKLEY is a liberal and that he would like to see him become President
some day. BRIGGS, said LYNDON, is also a liberal and a nice fellow, but
PRICHARD doesn't think much of him. PRICHARD is leaving government
service and, Washington a week from Sunday and going to Kentucky to live
and work. PRICHARD said the Kentucky State Federaltion of Labor offered
him a retainer but he doesn't know whether he should accept it or not.
LYNDON suggested that PRICHARD attempt to become General Counsel of the
Treasury Department but ED said that VINSON has had plenty of time to
offer it to me. "Since FRED (VINSON) heard about my offer from TOM CLARK,
said PRICHARD, "He (VINSON) has thought of all kinds of reasons for me
to go to Kentucky." LYNDON asked if ED had seen the "Times-Herald" of
today wherein it was mentioned that PORTER was marrying the girl "next
door.' ED didn't see it. PORTER, ED and LYNDON will get together for
an evening before ED leaves.
