JOE will\ncome over to see TOM at 12 noon today.\n11:40 AM\nTOM CORGORAN to ICKES who is out but will call back later.\n11:41 AM\nTOM CORCORAN talked to BILL BATLEY in Senator GUFFEY's office. BILL\nreads to TOM the following letter which GUFFEY received last Saturday\nfrom (WELCH) POGUE, Chairman of CAB. (This letter was later dictated\nto Mrs. BEHAN, in CORCORAN's office, so that CORCORAN would have the\ncomplete text. The letter is as follows:\n\"\nOctober 12, 1945\nHonorable JOSEPH F. GUFFEY\nUnited States Senate\nWashington, D. C.\nDear Senator GUFFEY:\n\"We have your letter of September 24th with respect to the request of\nSenator PEPPER to participate as tamicus curiae' when the rehearing\nof the petition of Pennsylvania Central and other companies of the\nGreat Lakes-to-Florida air route case is held.\n\"There are pending before the Board at the present time, in addition\nto petitions filed by Pennsylvania Central and National Airlines, a\nnumber of petitions by interested cities seeking reconsideration, re-\nhearing and re-argument of the Board's decision in the Great Lakes-\nFlorida case.\n\"Under the Board's procedure, these petitions will be carefully con-\nsidered, and, if sufficient grounds have been shown to justify a\nre-opening of the proceedings, it will doubtless be assigned for\nfurther hearing or for re-argument before the Board. If the case\nis re-opened and further argument is to be presented, the Senator's\nrequest for an opportunity to present his views with respect to the\ncase will, of course, receive careful consideration. In view of his\nabsence from the country, if a further argument is to be held, it\nwill not be assigned until after his return.\nSincerely yours,\nL.
