TOM CORCORAN to BILL BAILEY (continued)
CORCORAN asked if BILL heard anything from VANDENBERG. Answer: No.
The last BILL heard, he believed VANDENBERG wanted to talk to PEPPER
about it. TOM said that he probably changed his mind again. TOM
said, "You've done all you can do with him. This is an interesting
victory (the letter from POGUE). BATLEY asked TOM what he had heard
about an appointment to fill the vacancy (on Civil Aeronautics Board)
and TOM said it was all messed up; that there were several contenders,
among whom were the following: Eastern (Airlines) tried to shove
DOOLITTLE in, but they got wise to him; then the New England Republican
block backed JACOBSON, of Manchester, New Hampshire. He was (Senator)
BRIDGES' campaign manager. TOM said, "He wouldn't be too bad for the
particular purpose that you and I are thinking of, right now. The
Liberal block backed BARTLEY CRUM, from California (he was best from
there). He was head of the WILLKIE Republicans for ROOSEVELT in the
last campaign; then STANBAUGH of North Dakota, was pushed; then FRANCIS
BUTLER, son of the Justice, and former Northwest Airlines counsel; then
CLARENCE YOUNG, recently of Pan-American, and formerly Assistant
Secretary of Commerce for Air. These, said TOM, are the leading con-
tenders. BILL said, "We" submitted a name, too--fellow named BALL
from Pittsburgh. TOM said that he should press his (BALL's) appoint-
ment. Also, said BILL, Senator MEADE submitted a name (FITZPATRICK),
but he died, two weeks ago.
BILL asked whether (ROBERT) HANNEGAN had talked to the "Chief" and TOM
said "I don't know. If he has, he's talked, I think, he would have
talked for CRUM. Whether he talked for anybody else, I don't know.
But I think you fellows ought to press it. I think it's awfully im-
portant for you people who goes into that thing, and -I think you ought
to at least make sure he clears it with you." BILL will press BALL
for the appointment.

TOM CORCORAN talk to JAMES P. McGRANERY, at the Justice Department.
The following conversation took place:
TC - My intelligence service that I put on this thing just reported
in from Philadelphia. You may know this, but it's damn good news.
(JOSEPH) GUFFEY, (FRANCIS) MYERS, and JIM CLARK all tried this
thing at the White House yesterday. They stormed in and got
thrown right on their tails.
JM - Is that so?
TC - They were told that it was definitely yours. All they want now
is to save face, and this is what they want to save face--there's
a guy named JOSEPH SHARFSIN, Assistant City Solicitor, that you
undoubtedly know-
JM - Yeah. Very well.
TC - They want him appointed into one of the six vacancies as Adminis-
trative Assistant in the White House on their recommendation.
JOE (GUFFEY) also wants to be able to get a crack at a Republican.
He wants to put a guy named BALL in Pittsburgh on CAB, às a
Republican member. I think that these two things can certainly
