For Immediate Release, Friday, December 8, 1950.
The U. S. Department of Commerce today banned the transportation or
discharge by American flagships and aircraft anywhere in the world of strate-
gic and critical materials destined for countries in the Soviet bloc, China,
Hong Kong and Macao.
Under an order--T-1--issued today by Major-General Philip B. Fleming,
Under Secretary of Commerce for Transportation, the ban, effective immedi-
ately, applies to commodities on the Positive List of the Department's Office
of International Trade, to articles of arms, ammunition and implements of war
controlled for export by the Department of State, and to fissionable materials
and other commodities similarly controlled by the Atomic Energy Commission.
Such shipments or discharges may not be made unless specifically licensed
by the Department's Office of International Trade, the Department of State or
authorized by the Under Secretary of Commerce for Transportation.
Issued pursuant to the Defense Production Act of 1950, the order in ef-
fect places upon American flagships and aircraft operating between foreign
points restrictions like those imposed upon such exports from the United States.
The ban on transportation or discharge of such cargoes by American flag-
ships or aircraft applies to the owner of the ship or aircraft, to the master,
and to any other officer, employee or agent. The penalty for violation is
$10,000 fine or a year's imprisonment, or both.
The order provides for applications for adjustment or exceptions under
conditions of unusual hardship. Such applications are to be addressed to the
Under Secretary for Transportation, Washington 25, D. C., reference T-1.
