Medalie, Director, Investigation Staff Subject: United States Firms doing Business or Connected with the Nationalist Chinese A complete survey from Investigation Staff files on this subject is not possible at this time due to personnel and time limitations, in addi- tion to the fact that our files are not set up in a manner under which firms, doing business with the Nationalist Chinese, as opposed to the Communist Chinese, are categorized. Naturally the bulk of our investigative effort on China is directed toward firms and individuals suspected of diversion of strategic goods to the Communist Chinese due to the current political situation, hence, much less information is available relative to transactions involving the Nationalist Chinese regime. During the latter part of 1949 and the early months of 1950 a file was maintained by the Investigation Staff in connection with intelligence information supplied to licensing officers relative to proposed shipments to China. A review of this file (13-60) has revealed that the following firms appeared to be doing business (either as consignors or consignees) with the Nationalist Chinese during the period in question. 1. Universal Trading Corporation, 630 Fifth Avenue, New York 20, N.Y. A New York firm organized to purchase materials for the Chinese Nationalist regime; received a loan of $25,000,000 from the Export-Import Bank. The Shanghai branch was allegedly taken over by the Communist regime. (13-60-15) 2. Collins Equipment Company, 29 Broadway, New York 6, N.Y. In 1949 was doing business with the Kingcheng Brick & Tile Manufacturing Co. of Formosa; the latter firm was reportedly financed and supported by the Nationalist Government. (13-60-16) 3. China Trading & Industrial Development Corporation, 52 Wall Street, New York 5, N.Y. The above is the New York branch of a firm established in 1945 with a main office in Shanghai, and supported financially by the Chinese Nationalist Government. (13-60-21 and 13-60-140) 4. Expedo Corporation, 52 Wall Street, New York, New York. A wholly-owned subsidiary of China Trading & Industrial Corporation. (See No. 3 above) (13-60-24) 5.
