December 12, 1951 My dear Mr. President: In order to strike at the root of all the evils, we have commenced a punitive campaign against Chiang Kai-shek. But, as a direct or indirect result of Chiang's millions spent in this country, our materials for public information can not find their way into the news papers. I am presenting you a copy of a statement entitled "Chiang Kai-shek as An Administrator 11 which shows clearly how absurd is Chiang Kai-shek's charge that the United States Government, not he himself, is responsible for the loss of China to the communists. As Chiang's money or the influence it mobilizes has deprived us of the availability of news papers and perio- dicals, our only chance to disclose all the important materials about Chiang is to testify before congressional committees. We shall reveal that during the war Chiang Kai- shek attempted, after serious quarrels with General Stilwell, to negotiate for peace and to effect a military alliance with Japan under the terms that Japanese troops would be allowed to remain along the Chinese coast and that Chinese forces would cooperate with them in resistance in case of a landing of American troops on the Chinese coast. We shall also reveal that in 1945 and 1946 Chiang Kai-shek made repeated offers to Stalin to eliminate American influence from China in exchange for Stalin's support.
