Dear Senator:
I appreciated your telegram of the
twenty-sixth regarding the Veto Message on the
McCarran-Walters Bill very much. We lacked
just two votes of sustaining the veto in the
Senate. I am certainly sorry that happened be-
cause that Bill is one of the worst that has ever
come to my desk.
