AN ACT
To maintain and strengthen the mutual defenses and
security of the Free World by relieving through special
emigration the plight of tensions caused by overpopulation
in Western Europe.
Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SHORT TITLE
Sec. 1. That this Act may be cited as the Special Migration
Act of 1952.
Sec. 2. Declaration of objectives. The Congress hereby declares
it to be the purposes of this Act to enable the Government of the United
States to participate more fully in fostering democratic ideals against
communism, to reinforce our oun resources and economic capacities, and
to assure world peace and stability. Among the means to be used to
achieve these objectives are:
(i) the admission into the United States of properly selected
refugees from communism;
(ii) the relief of dangerous tensions in Europe by the admission
into the United States of properly selected people from certain designated
