Memorandum for: MARSHAL SHULMAN
Department of State
Attached are the two pages out of the new draft
of the President's migration-escapee message which we
discussed on the phone.
These correspond to the pages 9 and 10 of the
previous draft which I worked out with Arthur Cox of
the PSB and which he cleared with CIA, Defense, and
George Warren of State.
The language on the attached pages is identical
with the language that Cox cleared, except for the under-
lined sentences. The underlined portion market "A" has
been proposed by other members of the White House staff,
in order to give more body to the paragraph in which they
are placed.
The underlined language marked "B" has been pro-
posed by Defense and is entirely agreeable to Harriman's
office, CIA, and PSB, though corresponding language was
once objected to by the State Department.
Please let me have the nearest thing you can get
to a departmental view on this underlined language just
as soon today as possible.
As for the rest of the language on these pages,
I am going to assume that it is satisfactory to State-
as I was informed by PSB-unless I hear to the contrary.
And as you will understand, I would be most unhappy if
I would hear to the contrary.
