Page 10, 4th Line - insert "under the Mutual Security Act of 1951" after "authority and funds." 2. Strike the paragraph beginning Line 5, Page 10. 3. The Department of Defense will comment on the second paragraph of Page 10. 4. Strike the first two paragraphs on Page 11 and insert the following: "Supplemental care and overseas migration do not, however, constitute all that should be done for those who escape from captive Europe. We need a more comprehensive program for using, in civilian life, the ability and energy of those who do not migrate from Europe. (They need our help to enable them to do their full part in the struggle against communi sm " 5. Strike the last paragraph on Page 11 extending over to Page 12 and insert the following: authority "I urge the Congress, therefor, to provide add and funds under the Mutual Security Act 1 1953 for programs to fill this need. These programs will assist those escapees who desire further/education or military training to prepare themselves to do useful and productive work in the North Atlantic community. The program will have to be thoroughly coordinated with other types of aid and assistance to escapees and the Provisional Migration Program.
