Memorandum for: MARSHALL SHULMAN

Here is the draft I mentioned to you on the
phone. I have talked to McFall about it, sent him
a draft, and explained why I was bringing you in on
this. He seemed quite happy about it.
I have talked this morning with people at CIA
and PSB and find that they do not seem to be at all
unhappy about the education and training stuff on
pages 9-12 which seemed to so upset some of your
colleagues in its former version. I gather these
other outfits are mostly concerned not about having
the President say these things, but about the form
of legislation which Budget is now circulating. This
also seems to be a major problem for McFall. But it
is something I would hope we could settle independent
of the message. On that basis I begin to see some
rays of hope.
