Here is a copy of the message you looked at
yesterday. Lloyd feels that unless the education and
training program, or something like it, is discussed,
this whole proposition is politically unworkable on
the Hill. Murphy feels that if the education program
is to be discussed, there must be a discussion of what
has and has not been done with the Lodge Act and the
Kersten amendment.
I have softened their language somewhat, but
the bulk of it remains in the attached copy. Please
call me about this as soon as you can.
