HONORABLE JACK McFALL

I am enclosing a revised draft of the immigration and escapee
message which was worked up in Key West. This is the draft I dis-
cussed with you on the phone.
I think you will find it in general a much more cohesive pre-
sentation. It does make an effort, along slightly different lines
than we discussed, to bring the unfilled quota idea into the immigra-
tion proposal. At the same time, on pages 9-12, it includes a much
fuller treatment of education and training for escapees than you had
indicated the Department felt desirable. I have already mentioned to
you the reasons why this material is included in the draft.
As I also indicated when we talked, I am sending a copy of this
draft to Marshall Shulman. I would be obliged for informal-perhaps
preliminary-comments from you gentlemen on this draft as soon as
possible--today, if that can be done, or certainly tomorrow forenoon.
Of course, however we finally come out on this, the message has a
great deal to do with what goes into the bill and I think the message
has to be controlling. I don't think you ought to stop your reporting
to Roger Jones while we work on the message. But I don't see how we
can settle on the form of legislation, or the method of sponsorship,
et al, until the message is pretty firm.
I have had a talk with Cox and will be glad to discuss that
matter with you whenever you have a chance to call.
