MEMORANDUM FOR MR. SAMUEL D. BERGER
Mutual Security Agency
Attached is a draft of a proposed message
to Congress calling for a special new immigration
program and aids to iron curtain refugees.
We would appreciate comments on the
Agency's behalf, by close of business today. We
would like to have substitute language if possible,
where you consider that changes should be made.
