Your attention is directed to the change
on page 13, 4th line from the bottom, which should
read "nationals" instead of "nations"
We also suggest a change in the last para-
graph, first sentence, beginning on page 13 to read
as I have pencilled it in. For your information, we
are a little afraid to bring the home governments
and private agencies into the picture at this time.
