MEMORANDUM FOR MR. NEUSTADT
We have reviewed the draft Message on Immigration
and Aid to Refugees from Communism to the extent possible
in the time available to do so.
As indicated in our report to the Bureau of the
Budget on the draft bill concerned with this same subject,
we are completely in accord with the objective of the
program the President outlined for the migration of excess
populations.
You have asked for comments especially on the
reference to education in the draft Message. We see no
reason why this reference should not be included in the
Message in the same or similar terms in which it is now
couched.
