WORLD
Delegates to the Twenty#fifth Conference of the National Association
of Secretaries of State:
It is with great pleasure that I come to address you at this Annual
Convention. I am honored to welcome you all to my own native state of Missouri.
We meet today at a critical time in America's history. You are the
architects of the war-time functions of our forty-eight states. What you
decide at this convention, therefore, may shape our national destiny more than
any of us realize. I believe that your deliberation, held here in war-time,
will do far more than solve your own immediate problems. I believe your deci-
sions can affect the outcome of the war.
This is no time for petty thinking or narrow programs. Every American
is duty-bound to live and think and fight for his nation, no matter what his
sphere of service--no matter if he be in uniform or out. It is in this spirit
that I would like to say a few words to you.
You, and your predecessors in office, have played an important part
in the development of the State government since the beginning of our Federal
Union. As the oldest organization of state public officials, established in
1904, your record of faithful service stunds as a model of stable and efficient
government. I could speak at some length about the great contribution you are
making to the American war effort. Without fanfare or headline, you keep the
wheels of government turning. Day by day, you forge convincing proof of the
efficiency of our democratic processes. You are fighting on the home front for
