If President approves, suggest it might be prepared for President's signature and forwarded to Amconsul Nice for delivery to His Royal Highness Samdech Vreah Norodom Sihanouk Upayuvareach, Chief of State of the Kingdom of Cambodia at Grasse: Begin Verbatim Text: QUOTE Your Royal Highness: I greatly appreciate Your Royal Highness letter of May 24 in which you express with characteristie insight and clarity Your Royal High ness concern over the tragic situation in Laos. Permit me at the outset to say that I have carefully studied not only Your Royal Highness constructive letter, but also your public state ments and reports of your conversations with American representatives whom you have graciously received. I am in agreement with what I understand to be your Royal Highness basic views regarding the true nature of the problems confronting Laos and the course we should try to follow in meeting them. At issue is whether the sovereignty, integrity and independence of this Kingdom, lying as it does on the frontiers of the communist world, can be preserved without further bloodshed and without further threat to the peace and stability of Southeast Asia and of the world. Much depends on the courage, wisdom and perception of men of good ill, which you yourself, Monseigneur, have so well exemplified For our part, it is our objective to see Laos survive as an inde pendent, neutral and peaceful state.
