Here are the key papers probably up for discussion at Ball's
meeting 11:30 Friday.
Their aim is admirable. What we're after is clearly stated. The
logic is impeccable. All that's missing is how to convince our two
reluctant dragons to play.
If LBJ's gambit is to work, he's got to have more ammunition.
This should be our main project Friday.
A. For the Turks:
1. Security arguments. We cannot permit larger security
interests of Turkey or Greece be compromised over Cyprus. This
crisis made to order for USSR. US didn't arm Greece and Turkey
so they could fight each other. Mutterings of Greek and Turkish
military are irresponsible,
2. Turks must face facts of life. 110,000 Turks cannot
dictate form of government for 480, 000 Greeks any more than Turks
would let minorities in Turkey have separate states within a state.
3. As practical matter, chief Turk-Greek- - US/UK common
interest is to keepCyprus from going neutralist and then Communist.
Once we all agree on this we can reach a solution. Zurich Agreements
were flawed in arriving at independence as a compromise,
4. We annoyed that Turks question fidelity of US to Turk
alliance because US won't come down on Turk side against Greece.
We can't simply dictate solutions as between two friends. Foolish
to expect this.
5.
We can prevent Turkey from being humiliated but we cannot
force a pro-Turk - solution on Greek majority. UN won't let us, and we
will just force Greek Cypriots into Communist arms.
6. If Turkey intervenes in Cyprus it will force US to re-examine
our policy toward Turkey.
7. In fact we resent increasing anti-US sentiment in Turkey.
Even if irrational, it's against Turkey's own interests.
