Zurich Agreements were flawed in arriving at independence as a compromise, 4. We annoyed that Turks question fidelity of US to Turk alliance because US won't come down on Turk side against Greece. We can't simply dictate solutions as between two friends. Foolish to expect this. 5. We can prevent Turkey from being humiliated but we cannot force a pro-Turk - solution on Greek majority. UN won't let us, and we will just force Greek Cypriots into Communist arms. 6. If Turkey intervenes in Cyprus it will force US to re-examine our policy toward Turkey. 7.
