DEPARTMENT OF STATE WASHINGTON 8014 May 21, 1969 TOP SECRET SENSITIVE MEMORANDUM FOR MR HENRY A. KISSINGER THE WHITE HOUSE Subject : Proposed Hot Line to the FRG Il The State Department in collaboration with the Department of Defense has developed the following recom- mendations on a U.S. position for discussion with the FRG on means of implementing the President's proposal for a secure teletype communications link between his office and that of Chancellor Kiesinger. I. Diplomatic Aspects We believe that authorization should be given to propose to the FRG that discussions on establishment of the communications link begin in Bonn on June 2 immediately after the Nuclear Planning Group meeting in London when officials principally concerned will already be in Europe. The U.S. delegation would consist of Ralph J. McGuire, Director, Office of NATO and Atlantic Political-Military Affairs, State Department; Brigadier General Rex H. Hampton from the Office of the Secretary of Defense (International Security Affairs, European Region); and experts as required. The instrument for establishing the communications arrangement would be a simple exchange of notes, along the line of the drafts at Tab A, indicating the desire TOP SECRET SENSITIVE Reproduced at the Richard Nixon Presidential Library.
