U. Alexis Johnson/Kissinger 3/16/70; 9:50 p. m. -2- K: Wait, I told them we would break. J: I agree on that. The trouble is that we have two versions and both of them are : pretty thin. Considering the decision we took the other day and what you told them and what I discussed with Shimoda, yes, I would be inclined to use the word break. This is just not enough to deal with. K: Okay, I will sit tight and I will let them get in touch with me. J: If we don't hear from them by tomorrow morning, I will call them. I will use the word break and they will have to make their own decision as to how they are to proceed. K: I will stay out of this until someone gets in touch with me. I should not elicit this. If they have instructions to produce it, they surely will. If Trezise could send me a one or two page summary of what's wrong with their proposal, it would be helpful -- if he calls, I can tell him what we are objecting to. J: Okay. Trezise says the textile people think we are crazy if we give in (?) J: Now that I have you, you know my major interest is Canada. You got our memo -- the phone call hasn't been placed yet? K: It has not been. J: The Secretary spoke to him this morning before he had all the details. K: I was in New York all day, but I can tell you it is not a high priority item with him. J: No urgency, but I want him to do it. J: Re Spanish EEC negotiations my word from Bergsten, indirectly, is that you thought it should be put back up to the President. K: Will it help you in your talk with Bravo?
